1. Tender conditions
The addition of the wastewater reuse facility for the Water Purification Plant No.2 in the Water Division of Tianjin Branch has been approved by the China Petroleum & Chemical Corporation Tianjin Branch for the “Design of the Basic Design for the Addition of Sewage Reuse Facility Project in the Water Purification Plant No.2 of the Water Department†(SINOPEC, Tianjing) No. 314 [2017] approved the construction and the bidder was China Petroleum & Chemical Corporation Tianjin Branch. The construction fund was self-raised by the company and the investment ratio was 100%. The general contracting for the construction of additional sewage reuse facilities for the Water Purification Plant of the Tianjin Branch’s Water Purification Plant has already met the conditions for tendering, and it is now undergoing an open tender, inviting prospective potential bidders to participate in the tender.
2. Project Overview and Bidding Scope
2.1 Bidding Project Title: Additional sewage reuse facilities for the second water purification plant of the Tianjin Branch’s Water Division.
2.2 Construction Site: Tianjin Binhai New Area (Dagang).
2.3 Construction Scale: Not applicable.
2.4 Construction Investment: The total investment of the project is approved as 159.728 million yuan (the value-added tax of equipment materials has been deducted 2.122 million yuan), and the construction cost of this bid section is about 3.79 million yuan (including tax).
2.5 Plan duration: 186 days (since the start date of construction until the completion date), the main duration node:
Planned start date: January 10, 2018;
Planned date of delivery: June 30, 2018;
Date of scheduled delivery: July 15, 2018.
2.6 Division: One bid section.
2.7 tender scope and work content:
2.7.1 Bid invitation scope:
New ultrafiltration unit with a processing capacity of 100m3/h, a reverse osmosis unit with a treatment capacity of 250m3/h, a concentrated water recovery (concentrated water reverse osmosis) unit with a treatment capacity of 200m3/h, and an existing wastewater reuse plant Corresponding transformation. Add a set of reverse osmosis DCS control system, and transform the original DCS of the ultrafiltration device and other supporting content. The new electricity load of 577 kW, the existing transformer room in the old water purification second workshop, the addition of four low-voltage power distribution cabinets and supporting cables and other power supply facilities.
2.7.2 Work content: Construction installation and construction within the scope of basic design approval.
3. Bidder qualification requirements
3.1 The bidder should have the following basic qualifications:
(1) An independent legal person registered in the territory of the People's Republic of China;
(2) Holding a qualification certificate of general contracting for the construction of petrochemical projects issued by the construction administrative department;
(3) Holding an effective safety production license issued by the construction administrative department;
(4) Hold an effective quality management, environmental management, occupational health and safety management system certification;
(5) The performance of the general contracting project of petrochemical engineering projects with a single contract amount of 3.7 million yuan or more since January 2014 (accepted by the acceptance date of the project);
(6) No fraudulent bid or serious breach of contract or major engineering safety or major project quality accident occurred since January 2014;
(7) It is in a state of bankruptcy, asset freezing, property takeover, being ordered to suspend business, and qualifications for bid cancelled, etc. The financial status is good, and it has sufficient assets and ability to perform the contract effectively;
3.2 The Commonwealth does not accept bids from the Consortium.
3.3 The tender requires that the project manager proposed by the bidder must hold a certificate of registration for the first grade constructor of mechanical and electrical engineering (registered in the bidder's unit) and have a valid certificate of safety assessment for the person in charge of the project of the construction enterprise (B certificate). Since January 2014 (accepted by the acceptance date of the project), the project manager of the general contracting project for petrochemical construction with a single contract amount of 3.7 million yuan or more has not performed part-time projects during the contract period.
3.4 This tender requires the bidder to designate the person in charge of safety who needs to hold a valid certificate issued by the competent administrative department of construction for the safety production evaluation of the construction safety professional safety management personnel (C certificate).
3.5 The technical requirements for the bids proposed by the Bidder shall include senior titles and higher titles in the project sequence.
3.6 The method of qualification examination for tendering: review after qualification.
